# Registration Workflow Guide

The intended workflow:

1. Account created
2. Email verified
3. Registration submitted
4. Rate eligibility checked server-side
5. Payment pending or complimentary review
6. Payment verified
7. Registration approved
8. Participant verified
9. QR credential issued

Every transition should write `RegistrationStatusHistory` and sensitive staff actions should write `AuditLog`.
